What is MCC?
MCC stands for the Medical Counselling Committee. It runs the single, centralised, merit-based online counselling for NEET UG under the Directorate General of Health Services (DGHS), Ministry of Health & Family Welfare, Government of India. Qualifying NEET UG does not by itself give you a seat — MCC is the process that actually allots seats, based on your rank and the choices you fill. The official portal is mcc.nic.in.
MCC conducts counselling for the seats that fall under central control — it does not handle the 85% state-quota seats, which each state's own counselling authority manages separately.
Which seats MCC counsels
Understanding which pool a seat belongs to is the single most important thing in counselling, because eligibility, fees and competition differ completely by pool:

The four counselling rounds
MCC UG counselling runs in four rounds, each with its own fresh registration and choice-filling window:
- Round 1 — first registration, choice filling and seat allotment.
- Round 2 — fresh registration and choices; seats vacated after Round 1 plus newly added seats come into play. (Choices do not carry over — you register and fill again.)
- Round 3 — the next allotment round.
- Stray Vacancy Round — the final round to fill leftover seats.
Note: after Round 2, no seats are reverted back to the participating states — the AIQ seats stay within MCC's rounds.
New for 2026: Freeze vs Float
This is the biggest change for 2026, and it trips up almost everyone. After you're allotted a seat, MCC asks whether you want to keep it or try for a better one next round. Your answer puts you in one of two categories:

Registration & fees
At registration you pay two things: a non-refundable registration fee and a refundable security deposit (returned after all rounds are complete). The amounts depend on which pool you're registering for:

If you register for both government and deemed seats, you pay only the higher fee (the deemed fee). The security deposit is refunded to the same account/card it was paid from, after MCC notifies completion of counselling.
Choice filling & locking
Choice filling is where your rank turns into an actual seat — and where the order you list colleges matters more than anything else:
- You fill choices fresh in every round — Round 2 does not remember your Round 1 list.
- List colleges in your true order of preference. Allotment tries your first choice, then the second, and so on — you're allotted the best available seat your rank reaches, so a wrong order can hand you a seat you didn't want over one you did.
- Lock your choices before the deadline. Unlocked choices are auto-locked at the window's close.
- Only fill colleges you would genuinely accept — an allotted seat you ignore in a later round can cost you your security deposit (see below).
Refund & forfeiture — don't lose your deposit
The refundable security deposit is exactly that — refundable — unless you trigger a forfeiture:
- If you're allotted a seat in Round 2 or a later round and don't join it (exit with forfeiture), you lose your security deposit.
- If your admission is later cancelled for a rule violation, the deposit is forfeited.
- Once you join a seat after Round 3, it cannot be resigned or surrendered.
- The refund goes back to the same account or card the deposit came from, within about 30 days of MCC's completion notice.
Quick FAQs
Does qualifying NEET UG guarantee a seat?
No. NEET UG only makes you eligible. Seats are allotted through counselling (MCC for central seats, your state authority for state-quota seats) based on your rank and the choices you fill.
Do my Round 1 choices carry to Round 2?
No — you register and fill choices fresh in each round.
What does "exit with forfeiture" mean?
If you're allotted a seat in Round 2 or later and choose not to join it, you can leave the seat but you forfeit (lose) your security deposit.
Can I get my security deposit back?
Yes, if you don't trigger a forfeiture. It's refunded after all rounds finish, to the same account/card it was paid from, within about 30 days of MCC's completion notification.
Government vs deemed — what's the real difference?
Government (AIQ) seats are subsidised and competitive; deemed seats are private, paid (fees in lakhs, plus a ₹2,00,000 security deposit at registration), and open at higher ranks. Always weigh the total cost, not just the rank.
